Kiryowa Kiwanuka Nsumikambi Mugambe commonly known as Kiryowa Kiwanuka is a Ugandan lawyer, businessman and politician who serves as the Attorney General of Uganda in the Ugandan Cabinet. He was appointed to that position on 8 June 2021, replacing William Byaruhanga, who was dropped from cabinet.

Background and education
Kiwanuka was born in Uganda circa 1972. His father, the late Jimmy Mugambe Kiwanuka was a Ugandan lawyer. His late paternal grandfather, Jolly Joe Kiwanuka, was a Ugandan politician who was murdered by dictator Idi Amin in the early 1970s.

Kiryowa spent his early childhood in Nairobi, Kenya, where the family lived in political exile, before returning to Uganda in 1980. He attended Budo Junior School for his elementary school. He then transferred to Kings College Budo for his O-Level studies. For his A-Level education, he studied at Makerere College School. In 1993, he was admitted to Makerere University, Uganda’s oldest and largest public university, to study law.

Kiryowa Kiwanuka graduated from Makerere University, with a Bachelor of Laws degree. He then attended the Law Development Centre, graduating with a Diploma in Legal Practice. He was admitted to the Uganda Bar in 1997. Later, he was awarded the degree of Master of Laws in Petroleum Law and Policy by the University of Dundee in Scotland.

Thomas Tayebwa was born in present day Mitooma District on 10^th November, 1980. He is married and blessed with one son.

He possesses a Bachelors of Laws (Hons) Degree and a Bachelor of Arts in Social Sciences (Hons), both from Makerere University. He is currently    a Fellow of MBA at Eastern and Southern Africa Management Institute (ESAMI). He also holds a Certificate in Negotiation ofHarvard Law School and a Professional Certificate in Parliamentary Affairs from International Centre for Parliamentary Studies, London.

Currently, he is serving as a Member of the 10^th Parliament representing Ruhinda County North on ruling National Resistance Movement (NRM) party ticket. He was among a handful Members of Parliament who went through the 2016 parliamentary elections unopposed. He serves on the Natural Resources, and National Economy Committees of Parliament.He also served on the eight member select committee to investigate mismanagement of Uganda Telecom Limited (UTL). He was reelected resoundingly back to Parliament, in January, 2021.

Tayebwa is an entrepreneur with interests in communications and media, culture and heritage, transport and cosmetics. He is also a renowned philanthropist who has supported several community projects across the county, and continues to support several children from vulnerable backgrounds to attain education, medical care etc. He has also supported several youth start-ups with capital and as a business mentor.

Bernard is a Senior Partner at the firm and the current President of the East Africa Law Society. He is a certified PPP specialist with over 10 years experience in project finance gained from various advisory roles on government privatisation and PPP projects. He is experienced in evaluating of project proposals, structuring of project financing, negotiating concession agreements as well as carrying out due diligences. Some of the projects he worked on include but are not limited to the Standard Gauge Railway line, crude oil pipeline, transmission lines and oil refinery spanning four countries Uganda, Kenya, South Sudan and Rwanda under the Northern Corridor Initiative.

Prior to joining legal private practice, he had worked for close to 9 years with the Ministry of Finance, Planning and Economic Development, first as a Legal Counsel with the Privatisation Unit and thereafter with the Department of Project Analysis and PPPs.

Bernard was also a member of the Board of the Uganda Railways Corporation, a position he held for three years. He was responsible for providing guidance and oversight support to the management of the Corporation in the execution of its core mandate of monitoring the Rift Valley Railway Concession and ensuring that the Concessionaire meets its obligations under the Concession Agreement.

Juuko started her banking career in 2001. She was between April 2009 a Vice President, Head Fixed Income, Currencies and Commodities at Citibank Uganda Limited, before heading to Citibank Kenya as Vice President, Customer Sales and Derivatives Marketing, a role she served between June 2010 and June 2012.

She later joined Stanbic Bank Uganda in 2012 as Head, Global Markets role till December 2017 when she got appointed, Head, Corporates and Investment Banking at Standard Bank, Namibia; a role she took up in January 2018.

While as head of Global Markets, Juuko is said to have exhibited all-star performance, winning the highly coveted Primary Dealer of the Year award for 6 consecutive years.

Joseph Muvawala holds a PhD in Economics, a Master of Arts in Economic Policy and Planning and a Bachelor of Arts in Economics and Social Administration, all from Makerere University. He possesses professional experience both at middle-level and top management of over 20 years in development practice and policy formulation. For the last 6 years, Dr. Muvawala has been the Executive Director of the National Planning Authority a semi-autonomous Agency under the Ministry of Finance, Planning and Economic Development, charged with developing integrated development plans for Uganda. Under this job, Joseph is tasked with managing and handling complex deliverables related to various sectors of the economy, including and not limited to sustainable financial and socio-economic development, evaluation of Government programmes and policies, development of the National Development Plans and monitoring their implementation, advising the Executive on economic policy direction for improved economic growth, among others. Joseph possesses profound experience in evaluation principles, standards, processes, and methodologies, including demonstrable understanding of state-of-the-art evaluation theories and practices. Mercy Kyomugasho Kainobwisho (born c.1979), is a Ugandan lawyer, business administrator and corporate executive, who serves as the registrar general and executive director of the Uganda Registration Services Bureau (URSB), effective December 2020. Prior to her current position, she served as the director of intellectual property at URSB

In 2004, after admission to the Bar in Uganda, Kainobwisho joined Shonubi Musoke & Company Advocates, as a Legal Assistant, serving there for one year. She then transferred to the Uganda Ministry of Justice and Constitutional Affairs, as a State Attorney, working there for six years until October 2011.

In November 2011, she joined URSB as the Manager, Intellectual Property, serving in that capacity until June 2013. She was then promoted to Director, Business Registration, serving there until February 2017, when she became the Director, Intellectual Property at URSB.

In December 2020, following the election of Bemanya Twebaze as Director General of the African Regional Intellectual Property Organization (ARIPO), the Board of Directors of URSB conducted interviews for his replacement and Mercy Kainobwisho was selected as the best candidate. She assumed office on 22 December 2020.

Dr. Eng Silver Mugisha is the Managing Director of National Water and Sewerage Corporation (NWSC), Uganda – one of the well performing water utilities in Africa.

Mugisha has over 20 years experience in water utility operations, international policy, research and advisory services.

He has been instrumental in the transformation of NWSC and has served the Corporation in various capacities since 1994. Prior to his appointment as the Managing Director, he was Chief Manager in charge of the Institutional Development and External Services Division.

Mugisha has led several teams of experts from NWSC-External Services on a number of institutional development and governance strengthening assignments in various organizations in Uganda, Kenya, Tanzania, Zambia, Nigeria, Ethiopia, Rwanda, Trinidad & Tobago, India, among others.

Mugisha has a wide and long experience in water governance, performance improvement planning and institutional development. He has contributed to knowledge development in the water sector and published a number of policy and research papers in several peer-reviewed journals, mainly focusing on performance management, WSS reforms in developing countries, pro-poor services, and technical efficiency analysis.

Mugisha has contributed to the advancement of the water sector internationally by holding several positions in a number of international institutions. He is currently the Vice President (East Africa) of the Executive Board of African Water Association (AfWA); President of the Scientific and Technical Council of AfWA (2010-2014); Chairman of the WOP-Africa Programme Committee (2010-2014); member of IWA Programme Committee (2010-2012); a fellow of International Water Association (IWA); and a fellow of Netherlands SENSE Research School.

He has authored a book (published by IWA Publishing) titled, “Utility Benchmarking and Regulation in Developing Countries: Practical Application of Performance Monitoring and Incentives”.

Cephas is an Advocate of the High court. He is a graduate of the University of Makerere and holds post-graduate qualifications from various institutions in the U.K., Sri-Lanka and South Africa. He has distinguished himself as a Tax Consultant. He represented Uganda Revenue Authority (URA) in the Parliamentary Committee of Finance and advised on the drafting of the Income Tax Act 1997 of Uganda. He represented the Uganda Revenue Authority in drafting the Tax Appeals Tribunal Act.
Cephas worked in various capacities with the Uganda Revenue Authority. He headed the Quality Assurance Section of the Income Tax Department for six years and was the Chairman of the Quality assurance Committee of the East African Revenue Authorities Technical Committee. He was counsel for URA on several matters before the Tax Appeals Tribunal. Before his resignation he was Deputy Commissioner of Domestic Direct Taxes. Cephas is currently a member of the Investment Committee of the Uganda Law Society.

He is a distinguished legal and tax consultant and has carried out a number of consultancy assignments within Uganda for various ministries and government bodies and outside Uganda for the EAC, GIZ, IFC and the World Bank.
