Kiryowa Kiwanuka Nsumikambi Mugambe commonly known as Kiryowa Kiwanuka is a Ugandan lawyer, businessman and politician who serves as the Attorney General of Uganda in the Ugandan Cabinet. He was appointed to that position on 8 June 2021, replacing William Byaruhanga, who was dropped from cabinet.

Background and education
Kiwanuka was born in Uganda circa 1972. His father, the late Jimmy Mugambe Kiwanuka was a Ugandan lawyer. His late paternal grandfather, Jolly Joe Kiwanuka, was a Ugandan politician who was murdered by dictator Idi Amin in the early 1970s.

Kiryowa spent his early childhood in Nairobi, Kenya, where the family lived in political exile, before returning to Uganda in 1980. He attended Budo Junior School for his elementary school. He then transferred to Kings College Budo for his O-Level studies. For his A-Level education, he studied at Makerere College School. In 1993, he was admitted to Makerere University, Uganda’s oldest and largest public university, to study law.

Kiryowa Kiwanuka graduated from Makerere University, with a Bachelor of Laws degree. He then attended the Law Development Centre, graduating with a Diploma in Legal Practice. He was admitted to the Uganda Bar in 1997. Later, he was awarded the degree of Master of Laws in Petroleum Law and Policy by the University of Dundee in Scotland.

Rt.Hon.Rebecca A.Kadaga is the 1st Deputy Prime Minister of Uganda and Minister for East African Community Affairs.

She is an Advocate of the Courts of Judicature in Uganda having been enrolled in 1982. She holds a Master’s Degree in Law, from University of Zimbabwe (2002 to 2003) and the first woman to establish a law firm in Uganda-Kadaga & Co. Advocates established in 1984.

Work related experience

Rt.Hon.Kadaga has served as a Legislature for an uninterrupted period of 27years as the Woman Member of Parliament for Kamuli district, since 1989 as National Resistance council member.

In the 27years, she was a back bencher for 7years (1996 to 1998), Minister of State for regional cooperation(1996 to 1998), Minister of State in charge of Transport (1998 to 1999), Cabinet Minister in charge of Parliamentary Affairs(1999 to 2001), Deputy speaker of parliament(2001 to 2011) and speaker from 2011 to date.

National resistance movement party ideologue

She served in National Resistance Movement (the ruling party in Uganda) since 1989 as a Member of the National Resistance Movement Council, from 2005 as the national Resistance Movement women’s League Chairperson of Kamuli district, and rose to 2nd Deputy National Vice Chairperson and Member of the Central Executive Committee.

International perspective

Rt.Hon.Kadaga served the Inter-Parliamentary Union as President, Africa Region (October,2014 to 2016) and the Chairperson of Commonwealth Women Parliamentarians(2014 to 2016), having served as the first Vice Chairperson of the same organization(2009 to 2014).

She was an Executive Committee Member of the Inter-Parliamentary Union representing the African Region, and Chairperson Commonwealth Women Parliamentarians (Africa Region). In this fora she campaigned for the women emancipation in politics and governance in many regions of the commonwealth.

Has presented many papers on Women’s Rights, Youth Emancipation, Social and Economic Justice.

Awards

First woman in Uganda to hold the office of the speaker and has received awards in appreciation of her work.

In 2013 she received the Golden Jubilee Award by the president of Uganda, while in 2014 she received the Grand Officer of the Republic of Benin from the President of Benin in recognition of her work as women empowerment campaigner.

Norbert Mao is a Ugandan political activist and lawyer. He has been president of the Democratic Party since 2010, three time presidential candidate and he served as the Local Council 5 chairman for Gulu District. Between 1994 and 1996, he worked as a legal counsel for the Legal Aid Project of the Uganda Law Society in their Gulu office. Also, he helped found the Great Lakes Parliamentary Forum on Peace (AMANI Forum). He was instrumental in trying to bridge the gap between the Lord’s Resistance Army rebels and the Ugandan government by lobbying for the passage of a general amnesty law aimed at bringing a peaceful resolution to armed conflict in northern Uganda. On 21 July 2022, he was appointed minister for Justice and Constitutional Affairs in the Ugandan government by Yoweri Museveni, the president of the Republican of Uganda.

Pheona Wall is an advocate and Chartered Mediator with a Bachelors’ Degree in Law, a Diploma in Legal Practice and an MBA in Management. She is a governance professional and a public relations practitioner with over 15 years’ experience currently serving as the Senior Manager Legal Services National Water and Sewerage Corporation, a position she has held since June 2014. She is also a Registered Trustee of Zamara Retirement Fund.

She is currently the President Uganda Law Society, having served as Secretary then Vice President and the Chairperson of the Legal Aid and Pro Bono Project of the Uganda Law Society.

Pheona also currently serves as a Council Member of the Judiciary Council and also serves on the Governing Council of the East African Law Society
She seats on the ICAMEK and CADER Arbitration Center Boards.

Pheona is a Governance Expert who trains Boards in Governance under the Institute for Corporate Governance Uganda and has also served on various Boards including Zamara Retirement Fund, Water FC, Future Investments Group, East African Young Water Professionals, Uganda Law Society, and Public Relations Association of Uganda.

Pheona was awarded the Hague Institute for Innovations in Law “2018 Talent to Watch” award and is a two time awardee of the New Vision 40 under 40 award for 2018 and 2020.
Pheona was also awarded the French German Elysees Peace and Reconciliation Award in 2021 for her efforts towards fighting for the Rule of Law in Uganda.

She is a member of various organizations like ICGU, FIDA, IBA, PRAU, ULS and EALS.

A resource in both private and public enterprises with thorough knowledge and hands-on experience in public relations, energy, oil and gas, company secretarial practice, corporate governance, labour law, contract and commercial transactions, Pheona combines a solid corporate legal background with a well-developed understanding of both commercial and operational drivers of business. She is regularly retained by both local and foreign investors and has played an advisory role to two joint ventures on the Tilenga Project.

She is passionate about promoting good governance and change management in public institutions, increasing access to justice for the marginalized especially women and children, and promoting the rule of law.

Olivia heads the Dispute Resolution practice of Ligomac Advocates. Her ten years’ experience covers representing financial institutions and corporate entities in contractual disputes, security enforcement and employment matters.

Prior to focusing mainly on dispute resolution, Olivia spear headed the firm’s securities audit and perfections practice to support risk teams in financial institutions. She has also worked on tax transaction assignments in the areas of corporate tax and customs.

Olivia is keen on sharing the knowledge she has acquired over the years. As such, she is a member of the Ugandan Faculty of the Justice Advocacy Africa, a non-government organization, affiliated to the National Institute for Trial Advocacy Minnesota, that trains Advocates and Lawyers in Trial Advocacy skills, where her services in this regard are on pro-bono basis.

Sternford is the Senior Partner and Chairman of Scanlen and Holderness, a law firm which he joined in 1981. He provides overall leadership in addition to taking special responsibility for the mining, corporate and commercial law department. He coordinates all activities in the firm. His practice is mostly mining, corporate and commercial law related but from time to time he assists with high value or particularly complex litigation or litigation in which constitutional issues arise. During the early part of his career, he taught corporate, commercial and constitutional law. He successfully completed the Media Law Advocates training programme run by the University of Oxford.
He is a former Chairman of Stanbic Bank Zimbabwe Limited – a leading commercial bank in Zimbabwe which is a member of the Standard Bank group, former Chairman of Schweppes Zimbabwe Limited, chairman of Delta Delta corporation Ltd, Director of Alpha Media Holdings Limited, one of the largest and most diversified media companies and Portland Holdings Limited, one of the largest cement companies in Zimbabwe. He is a former President of both the Law Society of Zimbabwe and the Southern African Development Community Lawyers’ Association, former Co- Chairperson of the Human Rights Institute of the International Bar Association and the African Regional Forum Of the International Bar Association. Agnes Tibayeita Isharaza, is a Ugandan lawyer and corporate executive, who is the Company Secretary and Head of Legal Affairs at Uganda National Social Security Fund,

She was born in Uganda and attended local primary and secondary schools. Her first degree, a Bachelor of Laws, was obtained from Makerere University, the oldest and largest public university in Uganda. She went on to obtain the Diploma in Legal Practice, from the Law Development Centre, in Kampala, the capital and largest city in the country. Her second degree, a Master of Business Administration, was awarded by the Eastern and Southern African Management Institute.
She has also undergone training in corporate and board governance from the Institute of Directors in Southern Africa and the Financial Times Non-Executive Directors Club, in the United Kingdom.
